I was able to get DV plates by having a VA doctor certify my condition. You don't have to be 100% service connected with a mobility issue to get DV plates in California.I am currently 0% service...

Actually, any question about DV handicapped plates is NOT a VA issue....it is a state matter, therefore; simply check with your local (state) DMV and all questions can be answered there.
